Note by the Secretary-General :
The Secretary-General has the honour to communicate herewith to the Assembly and
the Council of the League a letter from Mr. Elihu Root, regretting his inability to accept
appointment on the Permanent Court of International Justice.
Letter dated September 2nd, 1930.
I observe by your list of candidates nominated by national groups for the Permanent
Court of International Justice, under date of August 2nd, 1930, that the national group of
Nicaragua has been good enough to nominate me for judge of the Court.
I appreciate very highly the courtesy and consideration shown by my friends of Nicaragua,
and I regret that I shall be quite unable to serve as a member of the Court.
