Cost of vaccination.

10. The following' statement shows, circle by circle and in municipalities,
the expenditure incurred on account of vaccination
and the average cost of each successful case during
the year under report as compared with the previous year :—

It will be seen that in circles or rural areas the total cost of vaccination
was Rs. 2,828-14-10 less during the year under report than in the previous
year, and that the average cost of each successful case was 3 pies more.
The increase in the average cost per case is due to fewer operations being
performed. In municipalities with an increase of expenditure amounting to
Rs. 270-8-5 and an increased number of operations, the cost of each successful
case was 2 pies less than in 1890-91. The general result was therefore an
increase of 2 pies in the cost of each successful case.

The following is an explanation of the increase or decrease of expenditure
in each circle.

In the Calcutta Circle the increase of Rs. 410-0-4 is due to some items of
expenditure of the previous year not having been paid till the beginning of the
present year, and which have consequently been included in the expenditure of
the year under report.

The decrease of Rs. 5,549-15-3 in the Metropolitan Circle is chiefly due to
the transfer of the Covenanted Medical Superintendent to the regular line of
the Medical Department, and the appointment in his place of an Assistant
Surgeon Superintendent on less pay.

The increase of Rs. 1,306-12 in the Darjeeling Circle is almost entirely
due to the establishment of the Animal Vaccine Depôt at Darjeeling.

The increase of Rs. 623-11-2 in the Ranchi Circle is due to the pay and
travelling allowance of the four additional Inspectors of Vaccination sanctioned
by Government and employed from the end of 1890-91.

The increase of Rs. 105-14-10 in the Eastern Bengal Circle is due partly
to working seasons' allowances being granted to a Deputy Superintendent and
some Inspectors of Vaccination who were deputed during the recess to stamp
out an outbreak of small-pox, and partly to the encashment of some travelling
allowance bills of 1890-91 in the year under report.

The decrease of Rs. 940-8-10 in the Orissa Circle is due to the abolition of
the Government or paid vaccinators, and the substitution in their place of the
licensed vaccinators.

The increase of Rs. 1,215-2-11 in the Bihár Circle is chiefly due to the
employment of three Inspectors of Vaccination in the Saran district, which was
thrown open to licensed vaccinators during the year under report, the Govern-
ment staff employed there having been transferred to another unprotected
district.

In municipalities the increase of Rs. 270-8-5 is chiefly due to the employ-
ment of more vaccinators. The cost of vaccination in municipalities is borne
from municipal funds, supplemented by contributions from private sources.
