Sanitary Commissioner.

The statistical returns for 1889-90, which were incorporated with the triennial report
on vaccination for 1887—90, and the Resolution recorded on it.

The statistical returns of vaccination for 1890-91 have been submitted
with brief notes by Dr. W. H. Gregg, Sanitary Commissioner for Bengal, who
was in charge of the department throughout the year. Under recent orders
these returns should have reached Government on the 15th June, but they were
not received until the 20th July. The delay is said to have been due to the
difficulty of obtaining the necessary statistics from several municipalities. It is
hoped that in future years arrangements will be made for the more punctual
submission of municipal returns. The vaccination work carried on in munici-
palities is on a comparatively small scale, and the statements setting forth its
results ought to be ready within a fortnight from the close of the official year.

The increase in the number of licensed vaccinators was caused by the exten-
sion of the licensed system in the Eastern Bengal, Behar, and Orissa circles.
Four additional Inspectors were appointed in the Ranchee Circle, and the
Assistant Surgeon in charge of vaccination and sanitation in the suburbs of
Calcutta was replaced by a special Inspector.
