dispensary, his pay being drawn from the Manickgunge Union Fund. The city was divided
into three parts with two vaccinators to each, but no attempt was made to vaccinate any one
part thoroughly. They performed 1,993 primary and 14 re-vaccinations, with 1,866 and
12 successful cases respectively, the work being inspected by Dr. Crombie, the Civil Surgeon
The Maniokgunge vaccinator, being assisted by the police, visited every house within the limits
of the union and performed 389 operations, of which 324 were successful, and Civil Hospital
Assistant Dr. Shosheebhusan Guha, inspecting his work, states that they were properly
done and the results in most cases satisfactory. The attitude of the people was the same as
in former years, but the resistance was not so active ; they do not consider it more
effectual than inoculation, which is still practised in some parts of the district. The villagers
of some thanas, however, sent several applications for vaccinators, which were forwarded to
the Superintendent of Vaccination, Eastern Bengal Circle, as Dr. Crombie could not meet
the demands on account of the insufficient number of men under him. No means were
taken to train inoculators. No epidemic of small-pox occurred during the year, but some
cases were reported. In the town of Dacca 68 deaths were registered. The number of deaths
in the whole district from these disease was 172.

Furrcedpore. — Dr. Greene reports that one vaccinator was employed by the Furreedpore
municipality for six months on Rs. 10 per mensem. His work was confined to municipal
limits and neighbouring villages, the circle vaccinators being employed in the district. He
performed 297 operations, of which 274 were successful. This figure compared with that
of the year previous, 1,224, is due to the majority of the people being protected, and, Dr. Greene
supposes, to the vaccinator being employed by the municipality for only six months,
whereas he used to be entertained throughout the year in Government service, which may
have been detrimental to his zeal. No cases of inoculation were reported. Small-pox prevailed
to a slight extent, the total number of deaths registered being 90, of which 42 occurred during
the months of May and June.

Goalundo.—One ex-inoculator was licensed as an independent vaccinator, his work being
confined to the town and the villages surrounding it, and being inspected by Dr. Tomes and
native doctors who also performed some operations. There were 312 cases of primary vaccin-
ation, of which 269 were successful, 28 unsuccessful or doubtful, and 15 unknown. The people
are favorably inclined to vaccination, but very unwilling to pay for it. Two cases of small-
pox were reported in the town and two occurred among the emigrant coolies, 592 of whom
were vaccinated, before they embarked, by the Goalundo native doctor ; these were isolated
and the disease was suppressed.

Backergunge. — One vaccinator was employed by the municipality of Burrisaul on a
salary of Rs. 9 per mensem. His work, which was supervised by Dr. Tomes, the Assistant
Surgeon, and the supernumerary hospital assistant of the charitable dispensary, was confined
to the town. 616 primary vaccinations was the total, with 379 successful cases. In
the sudder station the natives accept vaccination willingly enough, but reports from
the interior of the district show that there they are averse to it. Inoculation is said to be
practised at Nulchitti, and as the Act prohibiting its practice has not been extended to it,
the civil authorities were powerless to prevent it. Small-pox broke out in November 1878,
and the services of four vaccinators were obtained from Furreedpore in January to suppress
it. The total number of deaths reported from this disease was 67.

Mymensingh.—One Government vaccinator, at Rs. 10 a month, was attached to the
sudder dispensary during the month of April; another was employed at Rs. 12 a month by
the Kishorgunge municipality during January, February, and March ; and another at Rs. 10
a month by the Maharajah of Shooshong-Durgapore, during January.Vaccination was also
performed at Tangail and Paguldigha dispensaries, and also by two private vaccinators,
one of whom worked at Jamalpore. The Government vaccinators, while employed, attended
on alternate days at the sudder dispensary and jail; the other vaccinatiors practised in the
different bazars. The total number of operations performed was 425, all primary, of which
237 were successful. The result of inspection, which was confined to the sudder dispensary
and jail, was most unsatisfactory, and the amount of work done was very small, which was
owing to the bad quality of the lymph and crusts supplied from Calcutta. The people
display no active opposition against vaccination, their attitude being one of indifference.
They do not seek it, but when offered they generally accept it. " Inoculation," Dr. Moorhead
says, " is pretty extensively practised in some parts of the district," and that he had no
opportunity of training inoculators. There were 92 deaths from small-pox reported from
selected areas during the year, the Jamalpore, Kishoregunge, and Bazitpore circles returning
the largest number. A vaccinator was sent to Jamalpore and another to Kishoregunge.

                                        CHITTAGONG DIVISION.

Chittagong.—There were six vaccinators employed, two by Government and three by the
Chittagong municipality, each of the latter having his special area marked out for him, and
towards the close of the year being sent into the surrounding villages when they could get
no more children to vaccinate in the town. Of the two Government men one was sent to
the large and populous town of Patia, making the thana his head-quarters, and from there,
as a centre, he vaccinated the surrounding villages, going systematically from one to another;
and the other had the Raojan thana selected for him where he was ordered to work in
the same methodical manner. These last two men belonged to the extra establishment
