x                                          REPORT.

Summary of work.

There was, as compared with. 1870-71, an increase of 1,898 persons
vaccinated and 1,918 successful vaccinations. Each man vaccinated 1,302 cases
against 1,190. The percentage of success was 90.88 against 87.84, and the cost
of each successful case Rs. 0-5-2, against Rs. 0-6-0¼. The work was more
concentrated and systematic, and confined principally to the sub-division of
Rajmehal.

35. Dr. Chandra had 20 converted inoculators at work in Deoghur; these
men vaccinated 3,950 persons. One man was at work in the Pakour sub-division,
2 in Godda, and 6 in Doomka. Reports were received of 757 vaccinations
by 5 of these men. The Civil Surgeon indicates the want of a little more
system in the disposal of this agency. In this I quite agree with him, and the
considerations adduced in connection with the Ranchi circle will equally
apply to the Sonthal Pergunnahs. He points out also that supervision is
necessary, and I recommend the appointment of a vaccine inspector to be employ-
ed and paid as he proposes. It is to be hoped that the inoculators will come
forward earlier during the coming season. Dr. Chandra is entitled to great
credit for his good work in this district.

Dispensary vaccin-
ation.

36. Dispensary, municipal, and local vaccination.—In the month of February
1872 I caused a circular, which I reproduce in the appendix, to be addressed
to all civil surgeons, with a view to obtaining more exact and complete infor-
mation on the subject of local vaccination. I have experienced great difficulty in
obtaining replies to this circular, mainly from those civil surgeons who had no
results to show. This has seriously delayed the submission of the present
report. I have caused the information there obtained to be summarized, and
place it in the appendix. It is in many respects interesting and important. I
propose circulating the same instructions at the commencement of the coming
season, and trust that it may serve the double purpose of stimulating exertion
and eliciting more ample information on subjects which so closely concern the
public health.

37. Though the vaccination included in this section is called dispensary
vaccination, there is very little or no vaccination performed at dispensaries.
Natives will not bring their children to an institution, and the name merely
implies that the local vaccinator is either attached to the dispensary when not
vaccinating, or is a member of the dispensary establishment and paid by local
funds. The work of the season may be shown as follows in comparison with
that of the previous season.

The statement is not perfectly accurate, but sufficiently so for the purpose
of general inference.

38. The districts or stations in which the most conspicuous amount of work
was done are,—Bancoorah, Midnapore, Hooghly, Howrah, Serampore, Moor-
shedabad, Serajgunge, Dacca, Backergunge, Kamroop, Patna, Shahabad, Tirhoot,
Sarun, Monghyr, and Singbhoom. The officers who took most interest in the
work were Drs. Wise of Dacca, Simpson of Patna, Coates of Moorshedabad,
Mathew of Monghyr, Mathew of Midnapore, Bensley of Backergunge, Thornton
