IN accordance with the instructions contained in the orders of the Government of
India quoted in the margin, I have the honour to submit the
annual vaccination statements for the year 1890-91, with the
following brief remarks.

Cause of delay in submission of
the report.

The delay which has occurred in the submission of the report has been caused by my
absence from the headquarters of the Province on field service
with the Manipur Field Force for nearly three months.

Vaccination agency.

2. The total establishment of the Department consisted of 13 "Native Inspectors of
vaccination, as in the previous year, and 135 vaccinators,
against 128 in 1889-90, or an actual increase of 7 vaccinators
over the previous year. This increase was most marked in the Sylhet district, the number
having risen in that district from 32 vaccinators in 1889-90 to 39 in 1890-91 ; of which
latter number, 10 were Provincial, 26 Local Board, and 3 Municipal vaccinators. The
number of vaccinators was increased in the following districts also, viz., Nága Hills from
1 to 2 and Khási and Jaintia Hills from 4 to 5, or an apparent total increase of 9 vaccina-
tors, which has been reduced to 7, as the one sanctioned for the Goálpára district was not
employed, and as the one sanctioned for Manipur is not included, owing to the records
having been lost in the disturbances which took place there in March last.

Cost of the Vaccination Depart-
ment.

3. The total cost of the Department amounted to Rs. 15,841-2-2, against Rs.
13,769-10-11 in 1889-90, or an increase of Rs. 2,071-7-3
over the previous year. This was chiefly due to the increase
of establishment above noted. Notwithstanding the increased expenditure, the average
cost of each successful vaccination has been reduced from 2 annas 1¾ pies in 1889-90,
to 1 anna 9 pies in 1890-91, owing to the greater number who were vaccinated in the
past season.

4. The above table exhibits the number of persons who were vaccinated in each
district by all classes of operators and on tea gardens in
comparison with those of the previous years. The total
number of persons vaccinated was 187,110 against 145,656
