In Cachar and Nowgong the proportion of inoculated children to prisoners is very high. If
inoculation be spread equally through the population and the prisoners belonging to the district, the
conclusion would be that the practice of inoculation has been more common in the last ten years
than it formerly was.
In Goálpára, Sibságar, and Sylhet, there is little difference between the children and prisoners.
In Sibságar, judging from the returns, inoculation is not so common as in other districts, and here
vaccination has been brought to bear on the two classes under consideration.
X.—General Remarks.
There is not much to add under this head. One officer attributes the great and steady increase
in his district to the great interest taken in the matter by the civil authorities and himself; being of
opinion that, when the people see that the work is conducted under European supervision, they are
more open to conviction. Another despairs of success unless strenuous support is given by the district
authorities.
