committee were extremely apathetic and it was after a number of
letters written by the Civil Surgeon that vaccination was vigo-
rously pushed. Similarly, the Akola municipality showed marked
indifference to vaccination and consequently it suffered from
small-pox.

19.    General.—The Bhandara Report reveals an unfortunate
want of harmony between the Council and the Civil Surgeon with
regard to the control, and supervision of vaccination. Efforts
are being made to improve matters.

20.    In several district reports the introduction of compulsory
vaccination is advocated and some Deputy Commissioners are in
favour of the proposal; so also are the Commissioners, Nerbudda
and Berar Divisions. The Commissioner, Berar Division, remarks—
" on mature reflection, I am of opinion that compulsory vaccina-
tion should be extended to rural areas without further delay."

The need for compulsory vaccination in rural areas is very
keenly felt and the case has already been represented to Govern-
ment.

21.    In accordance with the scheme approved by the Local
Government, three Schoolmasters each in Amraoti and Buldana
district have now been trained in vaccination. It remains to be
seen if this innovation will prove a success.
