The results of inspection in Bilaspur are poor, with four Assistant Superin-
tendents only 26,267 cases were seen. A second Assistant Superintendent has
only recently been appointed to Nagpur. The effect of increasing the supervising
staff is shown by greatly improved returns from Chanda.

It is suggested by the Civil Surgeon, Bhandara, and agreed to by the Com-
missioner and Deputy Commissioner that an additional Assistant Superintendent
is necessary for the district. This case as well as that of Yeotmal will be
considered.

In forwarding the district reports the Commissioner, Berar, notes that it
seems clear that the Assistant Superintendents of Akola and Buldana have not
done a full season's work. These remarks would also apply to the Assistant
Superintendents at Betul and Hoshangabad.

Verification of vaccination

17. The percentage of success claimed by Vaccinators during the past year
was 98.92 for primary, and 72.63 for re-vaccinations,
while the Assistant Superintendents and Civil Surgeons
during their inspections found 98 38 and 98.81 in primary and 48.26 and 46.30
in re-vaccinations. Hitherto the percentage of success in primary operations
claimed by Vaccinators was above 99, but owing to the fact that secondary
operations are now taken into account, there has been a slight fall in the figure
of success.

In re-vaccinations the success recorded by the Vaccinators and that found
by inspecting officers always varies for reasons explained in paragraph 12 of the
notes for the year 1909-10.

Inspection by the Sanitary
Commissioner

18. During the last cold weather my predecessor Captain Stokes who held
charge of the office of Sanitary Commissioner through-
out the year 1910-11, inspected the village Vaccination of
the Raipur and Bilaspur districts. In the former the work of 6 Vaccinators in
79 villages was inspected, the village records showed that 1,444 primary vacci-
nations had been performed, of which 1,390 were stated to be successful; of these,
Captain Stokes inspected 85 per cent, with the following result: —

In Bilaspur he inspected the work of 8 Vaccinators in 108 villages. As
some of the village forms were not forthcoming, he estimate d the total primary
vaccinations as 2,500, of which he inspected 82.6 per cent, with the following
results:—

Cultivation of lymph.

19 During the past year 3,450 calves were vaccinated against 3,466 of the
previous year and 3,469, in 1908-09. The number of
calves used in the Province is still too high, and the
figures vary considerably in different districts. Jubbulpore used 70 calves for
34,942 operations, or one calf for every 500 vaccinations; Mandla required 182
calves, i. e., twice as many calves as Jubbulpore for ½ the number of operations.
In Seoni, 35 calves only were used, 789 operations resulting from a single calf.
Nimar required 267 and Drug 334 calves. In Wardha 516 drachms of lymph were
