5.    Primary vaccinations numbered 352,794 against 383,556, and re-vaccina-
tions 44,242 against 66,164 during the previous season. The decline in primary
vaccinations in the Provinces, excluding the figures of Feudatory States,
was about 8 per cent.

6.    The decline in operations was due to general privation and the unhealthi-
ness of the year, and to a decrease in the number of births and increase in the
deaths of children. The birth-rate of 1896 reached the minimum rate recorded
during the past 15 years, and the decrease in the number of births occurred in
fourteen districts. The withdrawal of Vaccinators for epidemic duty during the
working season also affected the results, as previously noted.

7.    The percentage of successful primary cases was 96.20 against 96.37, and
that of re-vaccinations was 77.68 as compared with 82.11 in the previous year.
The following table shows the percentage of success claimed to have been
obtained by the Vaccinators, and as checked by Native Superintendents and Civil
Surgeons:—

8. The average number of operations performed by each Vaccinator, both
in the Provinces and Feudatory States, was 1,519, or 221 less than during the
previous year.

                        Operations by Provincial Vaccinators.

9.    The total number of persons vaccinated by Provincial Vaccinators was
327,457 (169,833 males and 157,624 females) as compared with 371,438
(191,468 males and 179,970 females) in the previous year, or 43,981 less than
in 1895-96. The decrease occurred under the head "Primary Vaccinations"
as well as under " Re-vaccinations."

The average number of operations performed by each Vaccinator was 1,557,
or 208 less than that of the previous season.

10.    An increase was shown in the average number of operations—primary and
re-vaccinations—-performed by each Vaccinator in the districts noted, namely :—
