69. Sambalpur.—The Native Superintendent was suspended early in
December in consequence of the malpractices which it was alleged had occurred
in his district: he inspected 1,150 vaccinated persons and visited 44 villages
during the 32 days he was on tour and did his work satisfactorily. Hospital
Assistant Ram Dutt was appointed to officiate as Native Superintendent in
April; was out 35 days and saw 9,056 vaccinated children in 364 villages.
Except in those of Borasambar and Chunderpur, the work in the Feudatory
States and Zamindaris has been less than in the previous year, and especially in
Raigarh State is this the case. The Civil Surgeon reports that but little
vaccination has been done in the Rerakhol State, 439 cases as compared with
647 last season; he attributes the small number of operations to the State being
thinly populated and to the Rajah and people not being favourably disposed
towards vaccination. The vaccination in the Bamra State has been taken into
his own hands by the Rajah.

The Civil Surgeon did very little inspection as he was detained in the
station in consequence of his having had charge of the troops and by sickness.

DISPENSARY VACCINATION.

The Hospital Assistant of the main dispensary is reported to have worked
well and vaccinated more children than in the previous year, but finds difficulty
in getting children in sufficient numbers to keep up the supply of lymph.

The Hospital Assistant at Bargarh also vaccinated a larger number of
children than last year.

Taking into consideration the suspension of the Superintendent, the enquiry
into the conduct of the Vaccinators, resulting in the imprisonment of two of them
and the necessity of employing new men, the Civil Surgeon thinks that a
fair amount of work compared with that of previous years has been done.
