SIR,

I have the honor to report, for the information of the Chief Com-
missioner, the results of the operations of the Vaccine Department for the year
ending 30th April 1869.

2.    With the permission of the Chief Commissioner, the establishment was
directed to work in the Wurdah and Baitool districts, but during the season a
division of the Vaccinators, under a Native Superintendent, was moved into the
Chanda district, and one man was sent to Mundla.

3.     In a letter to the Secretary to the Chief Commissioner, No. 186, dated
20th November 1867, I recommended that, should an European Superintendent
not be appointed, a Native Inspector on a moderate salary should be put in
charge of the districts of Nagpore and Chindwara, having under him a certain
number of Vaccinators, so that vaccination, which had been successfully intro-
duced, might'be carried on under my general superintendence.

This recommendation was not complied with, and those two districts were
left to the Municipal Vaccinators, working under the orders of the Civil medical
Officers.

4.     On commencing work for the season, there were wanting 5 Vaccinators
to complete the establishment. These were at once supplied from candidates
who had been qualifying for the appointment. And on October 15th 1868, the
department was complete, comprising 3 Native Superintendents and 30 Vacci-
nators.

On October 22nd a first class Vaccinator was transferred as a Superinten-
dent to Sumbulpore, and his place immediately filled by another recruit; and no
further change took place till January of the present year, when two of the
new men were discharged for making false returns. In February a third was
dismissed for assaulting a village official and extorting a bribe. At the begin-
ning of the same month 5 Vaccinators threw up their appointments on being
ordered into the Chanda district; and, at the end of March, a Vaccinator was sent
to assist the medical Officer of Mundla.
