Chingleput (1,767), Tinnevelly (1,645), and South Arcot (1,611). There was some
improvement in the four districts (Nílgiris, Ganjam, Anantapur and Godávari) where
work was most unsatisfactory in 1890-91, and marked improvement in Salem and
South Canara. As regards the quality of the work turned out, Ganjam again stands
first and Bellary and Vizagapatam second ; Anantapur, where the work has consider-
ably deteriorated, is last. There was a great falling off, too, in Madura and Kistna.
The average cost of each successful case was slightly less than in the previous year.

6. Municipalities.—In 1890-91 vaccination was compulsory in 38 municipal
towns; in the course of the year under review 9 towns were added to that number,
but in spite of this and of the remarks made by Government in paragraph 6 of G.O.,
dated 2nd September 1891, Nos. 2117, 2118 L., there was very little progress made in
District Municipalities in 1891-92, and what advance was effected was comparatively
less than that in Local Fund circles, which, with only two exceptions, showed a
higher outturn of work per vaccinator than the average (900) for all District Munici-
palities. This unsatisfactory result is due in the main to want of energy and interest in
vaccination on the part of a large proportion of Municipal Councils. The Government
regrets that it is again compelled to comment in unfavorable terms on the shortcomings
in this respect of these bodies and trusts that those Councils which have been lax as
regards vaccination will in future use their best efforts to effect a real improvement in
this most important item of municipal administration. The work done in the several
Municipalities will, as usual, be noticed
in the reviews of their annual administra-
tion reports. The eight Municipalities
named in the margin are those in which
vaccination was not compulsory in the
year under review. Into three of these
the compulsory system has since been introduced. As regards the 47 towns in which
the system was worked, the work done per vaccinator was good in Trichinopoly
(1,988 cases), Vizagapatam (1,971), fair in Tinnevelly (1,568) and below the mark in
all the rest. In Vizagapatam there was, however, a considerable falling off as com-
pared with the work done in 1890-91. In Anantapur (377) and Berhampore (340)
the outturn was discreditably small. The former Municipality was quite as backward
as in 1890-91, while the latter, in spite of the introduction of the compulsory system
during the year, turned out little more than half the work of the previous year.
The improvement in Vániyambádi is noticeable, and in Periyakulam, Parlákimedi
and Salem, referred to in the review for 1890-91 as having been brought under the
compulsory system in that year, there has been marked progress, especially in the
third named town. On the other hand, work in Vizianagrum, which was mentioned
with those towns, has seriously deteriorated. Ellore, Guntúr and Kurnool fell far
short of the results attained in 1890-91, but the Municipality the administration of
which as regards vaccination was worst of all is Cocanada. It is remarkable that in
Ellore, where in 1890-91 one vaccinator operated on 1,570 cases, two vaccinators in
1891-92 could only return 1,695 cases. The average cost of each successful operation
in Municipalities rose from As. 4-10 in 1890-91 to As. 5-1 in the year under review,
and in this respect Municipal vaccination compares even more unfavorably than before
with that of Local Fund circles, where the corresponding averages were As. 3-5 and
As. 3-4 respectively. The cost was highest in Kurnool, Cuddapah and Tirupati ; in
the two first-named towns it was much higher than in the previous year. No expla-
nation is offered by the Inspector of Vaccination. As regards the quality of the work
done, Cuddapah and Mannárgudi stood first, the percentage of successful cases (primary
vaccination) in each case being 99.7—a higher figure than the highest of 1889-90 and
1890-91. Ellore and Tinnevelly come next, with 99.3 and 98.2 per cent. respec-
tively. There was a marked falling off in Erode (first on the list in 1890-91), Chica-
cole, Berhampore, Coimbatore, Madura and Parlákimedi, and corresponding improve-
ment in Trichinopoly, Tellicherry, Anantapur and Cocanada, but in the last-named
town the percentage was the lowest but one in the Presidency (68.9). In the Madras
Municipality the number of cases operated on was 22,451, the percentage of successful
operations 98.7, and the cost of each successful case As. 6-7 ; the corresponding
