effective measures will be taken to vaccinate the large number of children:
still in need of protection alike in their own and the public interests. In
municipalities the number of infants vaccinated exceeded the number born
and available for vaccination, and the rate of protection attained was as high
as 52.3.

5.  Mortality from small-pox in the Hyderabad Assigned Districts has
again fallen from .2 to .1 per mille. The death-rate from this disease has never
reached 1 per mille since 1883, but it is instructive to find that between
1868 and 1883 it sometimes rose to 3.6 and 3.8 per mille. Under these cir-
cumstances it is not extraordinary that again this year the Vaccination Depart-
ment met with no opposition in their work, and Colonel Barr has much
pleasure in noting the names of the gentlemen mentioned by Colonel Swaine
for having rendered valuable assistance, as also the services of Mr. Bukaram
Pandurang Hollay in connection with the economical manufacture and dis-
tribution of the lanoline lymph.

6.  To the rewards recommended to the six vaccinators named in paragraph
16 of the Report sanction has been conveyed separately. The average outturn
to the credit of each vaccinator in Berar is so largely in excess of that record-
ed in any other province of India that the Resident is constrained to enquire
whether there is not now some room for still further reduction in the average
cost of each case.

                                                                                    Secretary for Berar.
