(5) No. 520 -

                                    No. 520 OF 1876-77.

Remarks by the Resident on the Vaccination Report of the Hyderabad Assigned
                              Districts for the year 1875-76.

THE quantity of work successfully done by the Vaccinators has again, the
Resident is glad to observe, increased, the figures being 42,949 cases in
1874-75, and 48,658 cases in 1875-76. The increase in the Amraoti district
of 6,019 cases is very satisfactory, and is creditable to the Deputy Commis-
sioner Captain Mackenzie.

2.   The comparative statementin Appendix II, which has been prepared
in accordance with the orders of the Government of India, and appears for
the first time with the report, gives the vaccination work done at the
Dispensaries for the calendar years, while the other returns are for the
official years, but this discrepancy, unavoidable at present, will not occur
again as the Vaccination Report is in future to be prepared for the calendar
year.

The slight increase that has taken place in the percentage of known
unsuccessful cases seems to be due to a stricter standard of test very properly
introduced by Dr. Abbott. 21.4 per cent. appears, however, to be a large
proportion of unsuccessful cases. Without wishing to unduly press the
question, the effect of which might only be to lead to falsification of the re-
turns, or what is called in the Report " paper cases," the Resident would
certainly be glad to see this percentage somewhat diminished. The sub-
ject is, no doubt, receiving the Superintendent's attention.

3.     The deaths from small-pox during the year were 927. Dr. Abbott's
remarks on this head in the Sanitary Report show that an epidemic which
commenced in 1872 reached a very low ebb in the year under report, the
deaths during the four years of its existence having been :—

The Resident can understand that the vital statistics for former years
are not sufficiently accurate to permit of reliable conclusions being formed
from them of the effect of vaccination operations on the past small-pox
epidemic, but as registration has now improved, much valuable information
will no doubt be obtainable on any recurrence of a similar epidemic.

4. It is very satisfactory to learn that there is now less difficulty in
getting parents to allow their young children to be vaccinated. The dif-
ficulties stated at para. 29 are no doubt true. We can only hope that the
zealous and judicious exertions of those directing, or carrying out, vaccina-
tion operations may in the course of time command the universal success
that is sought for. The figures given in Statement IV showing the work
done by the Department during the past six years are encouraging, in so
much that they prove the stride that has been made in vaccination since it
