8. The full establishment was entertained by
appointing 9 new Vaccinators to fill up vacancies
which existed from various causes at the beginning of the working season.

Punishments inflicted on its members.

9. The following exhibits the punishments in-
flicted during the working season, and the causes
assigned for them in each case.

Superintendent Woon—For not carrying out instructions in visiting all
his Vaccinators at beginning of season to see that the supply
of lymph was good.

Superintendent Bussim—For do. do. and permitting Vacci-
nator to use bad lymph.

Errors where found eliminated from
figures in this report.

10. Where errors have been found in any
of the Vaccinators' returns, they have of course
been corrected, and the approved of figures appear in this report.

Steps taken to increase the fields of
operations of Dispensary Hospital As-
sistants.

11. Hearing that some Hospital Assistants
complained that, owing to the presence of Vacci-
nators in the towns in which their Dispensaries
are situated, they could not get children to vaccinate, I directed that Vacci-
nators are not to work in towns where there are Dispensaries, so as to enlarge
the fields of operations of Dispensary Hospital Assistants as much as possible;
and this order has been brought forward as an excuse by some Vaccinators
for the shortness of their work this year, and 1 believe with just reason in
some instances. Nevertheless, it is so important to increase to the utmost the
benefits of our Dispensaries to the people, and to avail ourselves as much as
possible of the services of the Hospital Assistants attached thereto, that I do
not purpose, for the present at all events, to cancel this order.

Vaccinators at head-quarters' Circles
under Civil Surgeons. Examination of
work performed.

12. The Vaccinator at the head-quarters
of each district is directly under the district
Civil Surgeon, who is expected to examine the
work of the Vaccinator and to promote vaccination in the circle to the utmost
of his power.

These officers write to the following effect in regard to the supervision
exercised by them over Vaccinators :—

Ellichpore head-quarters.

The Civil Surgeon, Ellichpore, who, owing to
his military duties, is not at all times able to leave
the station, examined 26 cases at Ellichpore, and the district Superintendent,
knowing that Surgeon-Major Eaves (the Civil Surgeon) could not leave the
station, examined 357 successful cases performed by the head-quarter's Vac-
cinator.
