the Patails that most of the work of the department is carried on, and for this
reason I am anxious to enlist the good will of as many of them as possible:—

39. In bringing the names of these Patails to
notice, I do not in any way wish to detract from the
services rendered by others who have done less, yet who have rendered valuable
assistance to the department.

many of these have been admonished or punished during the year.
