102. Then again as regards vaccinators' peons he says :—

Pay and pension of vacci-
nators' peons.

"Vaccinators' peons who are important subordinate servants, and are
of the greatest use in assisting the vaccinator in
his work, receive far too low a rate of pay. They
get no travelling allowance, no pension. Under
these circumstances there are numerous complaints from vaccinators every
year owing to the difficulty of obtaining strong, steady and hard-working
men. The peons at present get Rs. 7 per mensem. They should receive at
least Rs. 8, and travelling allowance at annas 2 per diem. Without the
hope of pension in old age it is not to be expected these poorly paid men
will give long and faithful service. Obviously in the interests of the people
the peons should be placed on an equality with peons in Government
service."

103. On school vaccination Dr. Channer remarks :—

School vaccination.

" Great efforts have been made to push forward both primary and re-
vaccination in the schools of this District, but
the work will never be efficiently conducted until
the Compulsory Vaccination Act is introduced. All children over 12 years
of age attending school should be re-vaccinated. "

104. As ordered by the Government of India in their letter, Home
Department (Sanitary), No. 6 Sany.—194, dated 29th
August 1892, embodied in Government Resolution in
the General Department, No. 3253 of 12th September
1892, a statement showing particulars of vaccination
verified by inspecting officers is appended to this report as Annual Statement
No. V, and the following is the summary of it by Districts:—

Total inspection.

Taking the work of the Deputy Sanitary Commissioners, Superintendents,
Assistant Superintendents and Inspectors together,
there were 5,422 encampments, 94,206 miles travelled
in 9,821 days, and 337,396 children inspected in 14,198 villages. Out of every
100 persons operated on 34.19 were inspected during the year.

Aid received from Civil,
Revenue, Political and other
officers.

105. The Civil, Revenue and Political Officers have rendered aid when re-
quired to all the Officers of this Department. I would
bring to the favourable notice of Government the tact
and energy shown in the discharge of their duties by
the supervising officers Drs. Channer, Street and
Peacock, and Assistant Surgeon S. V. Kantak, who have been in charge through-
out the year. Surgeon-Captains Dyson and Anderson have recently entered and
have worked well. My Assistant, Mr. Keess, and the office establishment worked
hard and gave me every assistance.
