Vaccinator Hurry Ramchandur, the marks of which were well defined. I was waited
on here by some Brahmins, who requested me to vaccinate some of their children, as
there was small-pox just then in the bazaar. I went into the bazaar one morning
and vaccinated some thirty children, and, at the same time, told the parents that I
would require to see them on the eighth day. This they consented to, but on my
going there on the eighth day, I was met by a sturdy refusal to do anything of the
sort. I could only, after considerable delay, prevail on them to produce four children
for inspection, who, however, showed very good vesicles. I leave this fact to speak
for itself, as an illustration of what ignorant prejudice can do even amongst the highest
caste, in the absence of compulsion, to hinder our best efforts.

Local Fund Vaccinators.

3. During the monsoon I brought to the notice of Mr. Salmon, the Acting
Collector, the few hands we had in the department
to carry out vaccination, and suggested that some
Local Fund Vaccinators might be engaged. He readily agreed with this proposition,
and took advantage of the first meeting of the Committee to bring the matter before
them, when an estimate for three Vaccinators, with their Peons, &c., was unanimously
passed. A similar grant was made by the Local Fund Committee of the Colaba
Collectorate, and in both cases the hands were to be engaged from the 1st April 1870.

4. After the monsoon I went to the Dewghur Talooka, where I examined the
work of Assistant Vaccinator Casseram Múlakur :
it was satisfactory in every way. I next proceeded
to Malwan Talooka to sec the work of Head Vaccinator Maljee Múlakur. I was
satisfied with his work, but had to find fault with his conduct. I transferred him from
Malwan to Sunjun Talooka, in the Tanna Collectorate. From Malwan I proceeded
through Rutnagherry to a portion of the Rajapoor Talooka to examine the work of
Apprentice Vaccinator Hurry Ramchandur. His work and returns were satisfactory.
From here I went to Sungameshwur, in which neighbourhood occurred the incident I
before stated relating to small-pox, where I examined some work performed by
Apprentice Vaccinator Hurry Ramchandur, which I found well done. I next went on
to Chiploon, and examined some work performed by Assistant Vaccinator Gunputrow
Hurryba. From here I went on to Khed, where I saw some work by the same
Vaccinator. In both instances the work was satisfactory. I next proceeded on to
the Colaba Collectorate, and examined some recent work of Vaccinator Babajee
Vittul in the Rhygurh District, which I found very good indeed. From here I went
on through Poladpoor and Mahar to Nagotna, which place I reached about the 20th
December, and on the 22nd I delivered over charge of my office, &c, to Dr. Blanc.

5. The conduct of the Vaccinators during the year, with two exceptions, was,
on the whole, satisfactory. A few faults there were in some instances no doubt, but
nothing more serious than merely to require the imposition of a slight fine. The two
exceptions to this were two Apprentice Vaccinators ; one of whom was dismissed for
falsifying his returns, and the other, a new hand, but a few months in the department,
for inattention to, and a general unfitness for, the work.
