and tact, and the hearty co-operation of the Civil Executive Officers, Kardars, Tuppudars, &c.
is nearly all that is required on the part of the people; no serious or general obstruction has
been met with except in the district of Jacobabad, and in this district some little way has been
made during the past year.

" The past year being my first year of office as Superintendent of Vaccination, my attention
was at first directed to inquiring into the general feeling of the people as to vaccination, and
. the extent to which vaccination had been carried out. As to the feeling of the people, the
result of inquiry is on the whole favourable; even where the operation was introduced for the
first time, very little difficulty had to be encountered. The real difficulty in Sind is the enor-
mous size of the Province to be worked over by fifteen Vaccinators. The plan of keeping
one Vaccinator in each district has certainly failed; inspection cannot be sufficiently frequent,
and without it very little good is effected. I have adopted the plan of concentrating the
Establishment, so that several individuals are inspected during each month, and all are under
the influence of the Superintendent. I am happy to be able to say that no complaints of the
conduct of Vaccinators has ever been made to me."

The Superintendent writes :—

"At the commencement of the year 1857 vaccination in the districts under control of the
Political Agent in Kattywar formed the larger portion of the charge of the Superintendent of
Vaccination in the Western Division of Guzerat; but the extent of the country seemed to
demand a greater amount of attention than its remoteness from Ahmedabad, and claims else-
where on his time rendered it altogether in the Divisional Superintendent's power to bestow.
The inhabitants too are a peculiar people, very circumscribed in their ideas of distance &c.,
and viewing with distrust, and as foreign to the their own province, an Establishment, the
head of which generally resided beyond its limits. The rules which elsewhere obtained, did
not appear to the Political Authorities in Kattywar likely to find favor, or advance the cause
of vaccination, in their districts; and the result, as shown by the small returns of operations
for so extensive and populous a country, was far from satisfactory. The Political agent there-
fore advocated the introduction, or revival, of a local system of vaccination in the province,
under the superintendence of the Civil Surgeon, aided by the influence of the Agency ; and
Government, in a Resolution dated 28th March 1857, was pleased to approve of such an
arrangement being carried into effect, to which the sanction of the Supreme Government was
subsequently obtained,—its operations being at first limited to a probationary period of one
