Letter from the Administrative Medical Officer, North-West Frontier Province, No. 3200,
dated 4th July 1906, submitting the annual returns of the working of the Vaccination
Department in the North-West Frontier Province for the year 1905-06.

REMARKS.—During the year under report the Vaccination Act was
extended to those local areas in the Dera Ismail Khan District in which it was not
already in force, with the result that there was a considerable increase in the num-
ber of persons vaccinated in that district. An even more marked increase was
shown in the Hazara District, although the Act was not introduced in its Muni-
cipal towns until after the close of the year. The Chief Commissioner regards it
as satisfactory that a more general desire for vaccination, as manifested by a
larger number of operations, should precede legislative action, and in view of the
Administrative Medical Officer's remarks in paragraphs 11 and 18 of the Report,
while admitting the beneficial results of the extension of the Act, yet deems it
necessary to reiterate his remark on last year's Report, that the initiative in
this direction should be taken by the local body concerned, and that no attempt
should be made to force an uncongenial measure upon people who have not yet
learned by experience to appreciate its benefits.

2.    The Kurram and Tochi Agencies differ from the other Agencies in
containing large areas of administered territory inhabited by comparatively
tractable peoples, and though the Chief Commissioner has no wish to discourage
the Administrative Medical Officer in his proposed attempt to extend vaccina-
tion in the other Agencies, he does not regard the project with much confi-
dence.

3.    Sir Harold Deane fully agrees with the Administrative Medical
Officer that, although the occasional inspection of vaccination operations by
Civil Surgeons is desirable, care should be taken to avoid making these inspec-
tions unnecessarily frequent. At the same time there is no indication that the
Civil Surgeons have done more than is necessary in this respect during the
year under report.

4.    The thanks of the Chief Commissioner are due to the officers
who held charge of the Department during the year, and to Lieutenant-Colonel
Dennys, I. M. S., for his Report.

ORDER.—Ordered, that the above Remarks be communicated to the
Administrative Medical Officer, North-West Frontier Province, for informa-
tion ; also that they be forwarded with the Report to the Government of India,
Home Department.
