The decrease this year as compared with the last year is probably
accounted for by reasons previously stated. The small number in 1902-03
was probably owing to perhaps the. recent introduction of the measure into
North-West Frontier Province Dispensaries.

Cost of Establishment,
Statement No. II.

11. Statement No. II shows the cost of the Department. The year
under report shows a decrease of expenditrue on the pre-
ceding years. The total expenditure in 1904-05 was
Rs. 11,222, this was Rs. 3,261 less than in 1903-04 and Rs. 422 less than in
1902-03.

Cost per successful case.

12. This extra expenditure in the preceding year was owing to the
Chitral outbreak of small-pox previously noted. The
cost per successful case was-/2/5 as compared with-/2/6
in 1903-04 and-/2/3 in 1902-03.

Primary Vaccinations for
last five years.
Statement No. IV.

13. Statement No. IV shows the number of primary vaccinations for the
last five years and progress though slow appears to be fairly
satisfactory. There is no doubt, as the people both in
the notified areas and the transfrontier begin to see the per-
manent value of vaccination the increase in numbers should be more marked.

Inspection by the Officers
of the Department.
Statement No. V.

14. Statement No. V shows inspection work done
by the Civil Surgeons and the Vaccination Staff.

My predecessor, Lt -Col. P. A. Weir, I. M. S., was in charge during
the whole year. He inspected in the districts 1,518 primary vaccinations
and 58 re-vaccinations with only 2.2 per cent of failures. In the Agencies
of Kurram, and Tochi he also saw 1,983 vaccinations with no absolute negative
result.

More inspections were done this year than in the two previous by Civil
Surgeons and this I consider a matter of importance, the more time a Civil
Surgeon can spare for vaccination inspection work the more will be done and the
quality will improve.

Appendix A.

15. Appenix A gives the number of children available for vaccina-
tion during the year and the number of vaccinations per-
formed in towns.

Vaccination Act.

16. The Vaccination Act was introduced into Kohat from 1st October
1904, so that now three towns enforce it viz. Kohat, Bannu,
and Dera Ismail Khan. That Peshawar should enforce the
Act I have previously noted. Also, now that the Abbottabad Cantonment is be-
ing extended and that the railway will probably pass through it shortly it would
be as well to include it in the list of towns in which this Act should be in
force.

Appendix B.

17. Appendix B gives the total successful vaccinations for the last 5
years and the annual ratios of deaths per mille from small-
pox per district and agency. It will be noted that the
ratio of deaths from small-pox has been less during the year under report than
in either of the two preceding years.

Results of various kinds
of lymph used.

18. Animal lymph was used in 63,358 primary
and 2,370 re-vaccinations with a percentage of success in
the former of 95.4.

Vaseline lymph was employed in 7,994 primary and 373 re-vaccinations
a percentage of 90.1 successful.

Human lymph was used in 2.915 primary and 32 re-vaccinations the
percentage of success being 98.2.
