is an increase in the total number of inspections made during the year under
report as compared with the figures for the preceding two years. There would
have been a still larger increase in the number but for the following reasons :—

(1)   Out of the four deputy sanitary commissioners two reverted to
military duty as explained in paragraph 4 and one was engaged in
delivering lectures to the students of the sanitary classes and of the
Medical College during the vaccination season and most of the
time of the other deputy sanitary commissioner was taken up by
the Dadri fair at Ballia and the Magh Mela at Allahabad.

(2)  The civil surgeon of Meerut, who reverted to military duty and held
only the collateral charge of the office of district superintendent
of vaccination, could not make any inspection and (3) the civil
surgeons of several districts inspected a smaller number of vacci-
nations than last year. The percentage of inspections to the total
number vaccinated was 15.24 for primary vaccinations and 6.55
for re-vaccinations as compared with 14.77 and 7.57 in 1915-16
and 13.33 and 7.91 in 1914-15 respectively—the averages for the
triennium being 14.45 and 7.34 as against 15.19 and 11.36
respectively for the preceding three years. The percentage of
cases found successful to total number inspected in 1916-17 was
97.23 for primary vaccinations and 65.50 for re-vaccinations as
against 96 61 and 69.82 in last year and 97.29 and 57.03 in the
year before last respectively—the averages for the triennium being
97.04 and 64.12 against 96.74 and 59.97 respectively for the
preceding triennium.
Bulandshahr heads the list of the districts showing the largest number of
inspections in 1916-17 with 15,283. Then come in order Azamgarh with 15,172,
Jaunpur with 14,838, Pilibhit with 9,552, Aligarh with 9,403, Partabgarh with
8,530, Bijnor with 8,492 and Fatehpur with 8,135.

Among the districts in which the smallest number of vaccinations was
inspected the most conspicuous are Allahabad with 587, Lucknow with 783,
Moradabad with 1,341, Naini Tal with 2,421, Shahjahanpur with 2,432, Budaun
with 2,660, Banda with 2,841 and Gonda with 3,076. Of these, Allahabad, Lucknow,
and Naini Tal showed some improvement over last year. No inspections were made
in the districts of Dehra Dun, Meerut, Agra, Cawnpore, Benares and Gorakhpur.
The district superintendents of vaccination in all these districts, except Meerut,
are not required to make tours to inspect vaccinations.

(b) By assistant superintendents of vaccintion and other inspecting officers.
In 1916-17 these officials inspected 691,165 vaccinations, of which 643,092
were primary and 48,073 re-vaccination, as against 684,089 in 1915-16 and
668,766 in 1914-15, the average for the three years being 681,340 as compared
with 613,591 for the preceding triennium. The percentage of inspections to the
total number vaccinated in 1916-17 was 41.91 (primary vaccination) and 44.22
(re-vaccination) as compared with 42.40 and 41.49 in 1915-16 and 40.63 and 41.57
in 1914-15 respectively, the average percentages for the three years being 41 65
and 42.43 as against 38.90 and 41.47 respectively for the preceding triennial
period. The proportion of cases found successful to the total number inspected
was 96.87 per cent. in the case of primary and 62.56 in the case of re-vaccinations
as compared with 96.65 and 56.91 in 1915-16 and 96.36 and 52.23 in 1914-15
respectively, the average percentages for the three years being 96 63 and 57.23 as
compared with 96.14 and 60.34 respectively for the previous corresponding period.

The largest number of inspections (35,493) was performed during 1916-17
in Gorakhpur, where there are two assistant superintendents of vaccination.
Then come in order of precedence Garhwal with 30,400, Almora with 24,973,
Basti with 24,657, Cawnpore with 19,797, Aligarh with 17,401, Azamgarh with
17,225 and Jaunpur with 17,095. All the above districts, except Gorakhpur and
Basti, show an increase of inspections as compared with last year. Garhwal
retains its second position of the preceding two years and Cawnpore that of the
last year. The positions (third and fourth) retained by Basti and Almora during
1914-15 and 1915-16 were reversed in 1916-17.

The districts in which a small number of inspections was performed are
Dehra Dun with 5,309, Farrukhabad with 6,642, Unao with 7,044, Sultanpur
with 7,278 and Allahabad with 7,328. Of these, Unao and Dehra Dun show a
little increase, while Allahabad, Sultanpur and Farrukhabad show a decrease,
over last year's figures. In Allahabad there was a marked fall and this is
explained by the incompleteness of the record of the inspections of the assistant
superintendent of vaccination due to his sudden death.
