vaccination.
9. The average cost of each successful case of vaccination was anna 1 pies 9, as
compared with anna 1 pies 11 in the preceding year.
Under orders, Statement No. II is now prepared in a
form which shows the pay and expenses of Deputy
Sanitary Commissioners and their offices, separately, and if these latter items be deducted,
the cost of each successful case of vaccination stands at anna 1 pies 4. Since the pay of
commissioned officers varies with their seniority, the last figures probably give the
better indication as to the real cost of the operations.
General operations.
10. As compared with the year 1894-95, the returns of work are distinctly satis-
factory. The following table will show the com-
parative results clearly:—

It will be seen that improvement took place under each head. The increase
under that of primary successful vaccinations is satisfactory, and it is worthy of note
that successful re-vaccinations were more than doubled during the year under report
Most districts shared in the advance, but there was a falling off in Etah, Bareilly,
Fatehpur, Hamírpur and Jhánsi in the 1st Circle, and in Basti, Gorakhpur, Sultánpur,
Unao, Partábgarh, Bara Banki, Gházipur and Jaunpur in the 2nd Circle.
In Basti, Bara Banki, Partábgarh, Unao and Bareilly, the decrease was due to
fewer extra vaccinators having been employed. In Jaunpur, although fewer opera-
tions were performed, the actual number of successful cases was greater than during
last year. In Jhánsi and Hamírpur the decrease is attributed to the low-birth rate.
The deficiency in Gházipur is due to the idleness of one man who did very little work.
In Gorakhpur the Assistant Superintendent of Vaccination is too old for further
service and is about to retire. The vaccinators also are said to be generally wanting
in zeal. In Sultánpur the decrease is attributed to change of superintendence and
undue proportion of extra vaccinators, while at Fatehpur it is said to be due to lack
