                        ANNUAL REPORT

                                                                ON

                            VACCINATION

                                                            IN THE

            NORTH-WESTERN PROVINCES AND OUDH,

                                FOR THE YEAR 1895-96.

The triennial report.

1. This, the triennial report on vaccination, covers the years 1893-94, 1894-95
and 1895-96, and the extent and results of the
operations within the period are summarized in the
following pages.

Area of administration.

2. The whole of the North-Western Provinces and Oudh, including the hill tracts
of Naini Tal, Almora and Garhwál, under the
jurisdiction of the Lieutenant-Governor and Chief
Commissioner, are included in the area of administration of operations of the Vaccina-
tion Department, which also controls the operations in the Native State of Tehri-
Garhwál.

Rearrangement of circles of adminis-
tration.

3. Up to the year 1896, the area of operations had been divided for the
purposes of control into three circles, each in
charge of a commissioned Medical Officer acting as
Superintendent of Vaccination and Deputy Sanitary Commissioner. From the 15th
of February in this year, the number of these officers has been reduced to two, and
the areas of control have been rearranged as below. The first circle consists of the
Meerut, Agra, Rohilkhand and Allahabad Divisions, the district of Garhwál and
the Native State of Tehri-Garhwál. The second circle consists of the Province of
Oudh, the Benares and Gorakhpur Divisions, and the districts of Naini Tal and
Almora.

The officer in charge of the first circle is also Superintendent of the Pilgrim
Hospitals in Garhwál.

Constitution and strength of Vaccina-
tion Department.

4. The Vaccination Department is under the control of the Sanitary Commission-
er acting as Superintendent-General of Vaccination.
The establishment now consists of two Deputy
Sanitary Commissioners, forty-eight District Superintendents of Vaccination (the
Civil Surgeons of districts), forty-nine Assistant Superintendents divided into three
grades, and 888 vaccinators and probationers. The distribution is tabulated below:__
