officers will acquire a more intimate knowledge of the districts to which they are ap-
pointed and will be better qualified than at present to act as the advisers of the district
authorities in matters of sanitation. , During the absence of a Civil Surgeon from head-
quarters, the charge of the District Jail will be assumed by one of the officers authorized
to take charge under existing rules; care should be taken to arrange the tours in such a
way that Civil Surgeons are not absent from headquarters during the visit of an inspect-
ing officer. Separate orders will be issued with reference to the supply of tents and
carriage.

4. As regards the existing staff of the Vaccination Department, a Deputy
Superintendent in each division is unnecessary, and will not be maintained. The Lieute-
nant-Governor and Chief Commissioner has decided to abolish the grade of Deputy
Superintendent and the establishment of the Deputy Superintendents, and to change
the designation of " Native Superintendent " to " Assistant Superintendent.' At the
same time, in order to provide a certain number of more highly paid appointments to
which the subordinate officials of the Department may hope to rise, the grades of Assist-
ant Superintendents will be revised. The present incumbents of the posts of Deputy
Superintendent will be absorbed into the ranks of the Assistant Superintendents, but
will continue to draw their present pay. The existing staff of Native Superintendents
is divided equally into two grades, the first on Rs. 24 per mensem, and the second on
Rs. 18 per mensem. The present sanctioned staff of Deputy Superintendents stands
as follows :—

but it was decided in April last to abolish the appointment on Rs. 150 on the retirement
of the present incumbent so as to allow of the regrading of the remaining posts. Of
the present Deputy Superintendents two on Rs. 60 per mensem have been recently ap-
pointed, one on Rs. 100 per mensem will retire from the 1st October next and one on
Rs. 100 is, it is understood, eligible for a superannuation pension : these two posts will
therefore be abolished on the retirements taking place. As promotion has been practically
promised to one of the Native Superintendents, one post on Rs. 60 may be filled up in
place of one of the posts on Rs. 100 abolished. Deducting therefore two posts on Rs.
100 per mensem, the present staff may be thus enumerated :—

These seven officials may be retained on the above pay : their designation will be changed
to Assistant Superintendents, and they will be posted for the present to the following
districts—Allahabad, Benares, Lucknow, Agra, Bareilly, Cawnpore and Gorakhpur—in
which the duties of Civil Surgeons are heavy, to assist the Civil Surgeons in the super-
vision of the work of vaccination. From these districts the present Native Superinten-
dents will be removed, and arrangements should be made to reduce as soon as possible
seven posts in the first grade of these officials. On vacancies occurring the new grading
set forth in the Appendix to this Resolution will be introduced. It is intended that the
seven Assistant Superintendents in the first grade should be experienced and responsible
officers capable of supervising efficiently the work of vaccination in the seven larger
districts where the Civil Surgeon is but seldom able to leave headquarters. The Assistant
