place at your disposal next year, with their proposals for distribution; It
will be generally found convenient that two towns should club together
to support a vaccinator in common. And the example of the Bijnor dis-
trict shows what can be done by arrangements in this direction.

17.    Inoculators and inoculation.—His Honor completely agrees
with Dr. Richardson's remarks, quoted in para. 24, as to inoculators and
inoculation. When the protection offered to the people generally by
vaccination is complete, as it is in Kumaun and Garhwal, it will be quite
right to prohibit inoculation, and in these districts this has been done
by law.

18.   Introduction into the department of a larger number of Native
Deputy Superintendents.
—With the remarks in your second para., as to
Native Deputy Superintendents, the Lieutenant-Governor also con-
curs, and hopes that you will be able to carry out your intention of
introducing into the department a larger number of Native Superin-
tendents of good position. His Honor believes that if men of the proper
stamp can be obtained, there is no department in which native super-
vision would be more valuable, or more superior to any which we can
ever hope to obtain from Europeans, however well qualified.

19.   The points to which attention is especially drawn in this review
of the year's report are:—

1.—The necessity of reconciling discrepancies in your figures,
whether in the reports of successive years, or in a single
year's report, (para. 3 ).

2.—The falling off, and low average of the work performed by
Municipal vaccinators, (para. 7).

3.—The propriety of showing in all cases the average of opera-
tions, per vaccinator, in addition to those performed per town,
should this last be also desired, (para. 8).

4.—The expediency of showing in all future reports the number
of vaceinators personally inspected by each Superintendent,
and the numerical result, (para. 8).

5.—The very unsatisfactory results in most of the districts of
the Allahabad and Benares Divisions, which His Honor
agrees with you in thinking is in great part due to apathy
and indifference of the District Officers. The attention of
the Commissioners will be called to this point, (para. 15).

6.— The extension of the system by utilising funds under Act
XX. of 1856, and the necessity of providing a further num-
ber of skilled vaccinators, (para. 16).

20. Acknowledgment of aid rendered by European and native offi-
cers and gentlemen.
—The Lieutenant-Governor desires in conclusion cor-
dially to acknowledge the aid rendered by Messrs Moore, Lambe, Boulder-
son, E. White, Ross, Lumsden, and Oldham, and to add that the thanks
of Government will be communicated to each of the native officers and
gentlemen who have assisted in the cause of vaccination during the year;
