This strikes me as such an excellent method of meeting the vaccination wants of
the district, that I hope His Honor the Lieutenant-Governor will approve of the system
being generally extended throughout the North-Western Provinces. It is only by
such means that we can hope to have a really sufficient staff of vaccinators to meet
the requirements of the country. I think that the principle might be paid down that
the Government is prepared to supply the supervising agency and two vaccinators to
every tahsil, but that all establishment required in excess of this must be paid for by
the people themselves. Speaking generally, four vaccinators in each tahsil division
would admit of every village being visited annually, and nothing less than this can
meet actual requirements.

19.     The Deputy Superintendent makes mention in his report of the great interest
taken in vaccination by Mr. Moore, the Magistrate of Bareilly, and Mr. Lambe, the
Joint Magistrate of Pilibhit. The Civil authorities of the Bijnor district have for
years past been particularly earnest in their advocacy of vaccination, and set an
example worthy of general adoption.

                                    AGRA AND MEERUT CIRCLE.

20.      There were 133,381cases of successful primary vaccination in this circle during
the season. Assuming the birth addition to have been 400,723, 29.62 per cent. of this
addition has been overtaken. There has not been any advance in this circle during
the season, and not to advance is, in my opinion, an unsatisfactory condition of affairs.
Dr. Pringle's tour this season was not so extended as I could have wished. There were
circumstances which interfered with it. I attach so much importance to each vacci-
nator annually receiving a full inspection from either his Superintendent or Deputy
Superintendents, that every thing else should, as far as is possible, be made to yield to
that set purpose. The vaccine virus for this circle and also for the Benares circle is
supplied by the vaccine establishments in the Tehri Raja's country. Dr. Pringle
in his report mentions that it was particularly fresh and active this season, having
been collected chiefly in the months of September and October, Having the Raja's
country at our disposal for this purpose is a great boon : in fact, without it we should
be reduced to sore straits to meet all the demands which come upon us in such force
during the first week or so of the working season. Dr. Pringle speaks in high terms
of Mr. Ross, the Superintendent of Dehra Dun, for the active interest he takes in vac-
cination. It appears that last year there was only one death from small-pox in the
Dun; and from careful inspection by Dr. Pringle of the villages in the Dun, he
believes the people to have been so well protected that there is little fear of any epide-
mic of small-pox being ever able to spread. Tulsi Ram, the Native Superintendent
of the Dun, is mentioned as an intelligent, hardworking man, to whom praise is due.

                            ALLAHABAD AND JHANSI CIRCLE.

21.     There were 53,114 cases of successful primary vaccination in this circle during
the past season. Assuming the birth addition to have been 256,155, the percentage
on this addition was 16.60. I regret to observe that there has been a falling off in this
circle both of the total numbers vaccinated and in the percentage of success. I hope
that this is but a temporary decline, owing to the change of Superintendents during the
