The total number of Vaccinators at work during the season under report was
thirty-four, the same as last season.

4.    The supply of lymph received from the depôt at the commencement of the
season was so remarkably active that the vesicle was in almost every case immediately
established. Fortnightly supplies of fresh lymph, received from the Central Vaccine
Institution in Edinburgh, have been regularly distributed among the different Vaccina-
tors, so as to prevent, as far as possible, the chance of the virus becoming deteriorated
by careless manipulation. The vesicle in all cases examined by myself has been of
good quality, and not until nearly the end of the season was it ever necessary for me
to substitute fresh lymph for that which I found the vaccinator using.

5.    In former years the dislike of the Hindoos to arm-to-arm vaccination gave
rise to frequent interruptions in the Vaccinator's work. This aversion is gradually
disappearing, and only in a few cases has the opposition been so great as to prevent the
Vaccinator from taking a sufficient quantity of lymph for carrying on his work.
Though these interruptions are now of comparatively rare occurrence, the work is still
to some extent impeded from this cause. The Hindoos, believing that there is some
subtle connexion between vaccine crusts and the motive power of the steam-engine,
and that their removal injures the child, have a strong objection to give them to the
Vaccinator. I have therefore resolved to discontinue the practice of giving prizes for
these, their collection from the more bigoted Hindoos being the cause of much
useless contention.

6.    In addition to examining the work of the Vaccinator on the seventh or eighth
day, I have this year made a point of testing a day's work in a former month. When,
as usually happens, the Vaccinator knows within a week or two when to expect a visit
from his Superintendent, his work is found all that could be desired; but when the
Superintendent appears unawares or selects at random a day's work in some particu-
lar village, he will sometimes find that the numbers in the Village Register do not
correspond with those in the Day Book, or that there is a discrepancy between the
names in the register and the children vaccinated, or, as lately happened to me, the
village itself in which the day's work is supposed to have been done may have no
existence. The work of the thirty-four Vaccinators was tested in this way, and in five
cases fictitious entries were discovered. One case is that noted above ; in another, the
Vaccinator, in a former month, recorded fifteen successful vaccinations in a certain
village, and on going there I found he had not vaccinated a single child. The other cases
