control. The work of each vaccinator, as shown in the fortnightly returns sub-
mitted by the Civil Surgeons to my office, was closely watched by me, and there
were very few instances in which the deficiency was due to neglect on the part
of the vaccinating staff.

District Staff.

8. Of the total primary vaccinations performed by the District Staff,
99.39 per cent. were reported successful, showing an in-
crease of 0.14 as compared with the results obtained in
the previous year. The amount of success in re-vaccinations
was 79.62 per cent. as against 83.78 in 1905-06. These percentages are
calculated on the total number of cases in which the results were known.

The total primary operations include 2.40 per cent. of those cases in
which the results were not known, as against 2.27 in the year preceding. As
regards re-vaccinations, the percentage of unknown cases was 15.17 compared
with 14.64 in 1905-06.

9. During the year the number of successful vaccinations performed
by the District Staff was at the rate of 29.08 per 1,000
of population. This ratio is 2.9 per mille less than that
of the previous year, but it approaches most closely the
average annual rate of 29.16 for the preceding quinquennial period.

10. Special Staff.—The work of the special staff was very satisfactory
during the year. The vaccinators performed a total of
69,300 operations, of which 56,057 were primary vacci-
nations and 13,243 re-vaccinations. These figures show a considerable increase,
as compared with 44,120 primary operations and 3,005 re-vaccinations in the
previous year. The outturn in 1905-06 was very poor, as the vaccinators were
employed on the earthquake relief work in the Kangra district, instead of doing
vaccination in the Hill States during the summer months.

11. The percentage of success in primary operations performed by the
special staff was 98.94 and in re-vaccinations 71.16. The
corresponding ratios in the previous year were 98.54 and
75.75 respectively.

12. The total operations performed in the cantonments which entertain
their own vaccinators were 7,211 as against 9,733 in
1905-06, and 7,155 the average for the previous five years.
The number of primary vaccinations amounted to 3,949 and of re-vaccinations
3,262. The ratio of successful primary cases was 98.61 per cent. and of
re-vaccinations 72.22 per cent., the percentages for the previous year having been
97.96 and 77.76 respectively. The largest number of operations were done in
the following cantonments:—Ambala 2,578, Lahore 1,272 and Ferozepore 1,052.

Statement No. III.

13. The Dispensary Staff. — Of the 970 operations performed at
dispensaries, 443 were primary and 527 secondary, the
percentage of success was 98.80 in primary cases and 54.02
in re-vaccinations. In 1905-06, a total of 1,402 vaccinations were done, of which
792 were primary and 610 re-vaccinations with a ratio of 99.49 per cent. of
successful primary operations and 93.62 of re-vaccinations.

14. I inspected 3,318 primary operations and 70 re-vaccinations, the
Deputy Sanitary Commissioner verified 5,481 and 745,
respectively, the Civil Surgeons 61,425 and 5,251, the
Divisional Inspectors 153,798 and 16,047, the Superintendents 414,867 and
46,582. The percentage of success in the operations inspected by me was 99.46 in
primary cases and 92.86 in re-vaccinations, in those verified by the Deputy
Sanitary Commissioner 99.69 and 53.15, by Civil Surgeons 97.85 and 83.36,
by Divisional Inspectors 98.42 and 67.93 and by Superintendents 98.74 and 78.62,
as against 99.34 and 78.28 reported by the vaccinators.

Vaccination in the large
Native States.

15. The vaccination operations performed in the large Native States were
as follows :—Patiala, primary vaccinations 45,174 and re-
vaccinations 24,832, Bahawalpnr 15,277 and 46, Kapurthala
4,303 and 97, Nabha 1,962 and 11, Jind 7,116 and no re-vaccination, and
Faridkote 3,119 and 40. It will be seen on comparing the above figures with
those given in last year's report that, with the exception of Nabha and Jind, all
