6                   NOTE ON THE MENTAL HOSPITALS IN BURMA.

Female inmates were given rice cleaning work.

Patients who were disinclined to do work of any sort were exercised
morning and evening.

To encourage work, monthly stipends varying from annas 2 to
Rs. 3-8-0 were given.

20.  Bedding.—All clothing, except that for the 1st and 2nd class
patients and blankets and khaki clothing for keepers and menials, was
manufactured by the inmates in the Mental Hospital weaving factories.

Distinctive dress for civil and various classes of criminal lunatics was
utilized.

The value of outturn at the Mental Hospital, Tadagale, for the year
under report was Rs. 17,060-14-0.

Bedding and clothing at Minbu was sufficient to keep the inmates
comfortable, both during the hot and cold seasons.

21.  Finance.—Statement VIII gives details of the cash account of
the Mental Hospitals in Burma. The total of receipts was Rs. 1,74,090
against Rs. 2,01,158 in 1928 ; and under expenditure Rs. 4,54,164
against Rs. 4,30,776 in 1928.

The average cost for each insane was Rs. 386 in 1929 as against
Rs. 385 in 1928.

22.  Committee.—The Committee of Visitors to the Mental Hospital,
Tadagale, met each month and the attendance was satisfactory. At
Minbu four meetings of visitors were held during the year. The
Hon'ble Home Member and the Hon'ble Education Minister visited the
Mental Hospital at Minbu and remarked favourably on the working
and management of the institution.

23.  Staff.— Lieutenant-Colonel H. A. H. Robson, I.M.S., the Superin-
tendent of the Mental Hospital, Tadagale, was on leave throughout the
year and Captain F. H. O'Leary, I.M.D., officiated in his place.

Lieutenant C. Lobo, I.M.D., and Mr. L. E. Crean were the Deputy
Superintendents during the year.

Mr. E. W. Marsh, L.R.C.P. & S., D.P.H., was the Superintendent,
Mental Hospital, Minbu, throughout the year.

The Superintendents of both institutions and the staff carried out
their duties satisfactorily.
