24                                     LUNATIC ASYLUMS IN BENGAL.

On the urgent representation of the Superintendent, the pay of female attendants has
been recently raised, and the establishment fixed as per
margin Bengal Government letter No. 779, dated 24th
February 1872). It is hoped that the Overseer's house
will be included within the asylum compound ere long.

Inspection.

49. Deputy Inspector-General of Hospitals C. R. Francis, M.B., who is a visitor of
the asylum, remarks in his inspection report that there has been a tendency to overcrowding
during the year, and that this has necessitated the discharge of as many lunatics as the
visitors could possibly send away.

The main block of buildings is said to be low and damp, and Dr. Francis can suggest no
remedy short of pulling it down and reconstructing it. This, he remarks, must be done
sooner or later. " The medical arrangements of the asylum have been all that could be
desired."

A new asylum re-
quired.

50. Cuttack.—The table on the margin shows that the population is steadily increasing:
the recovery and death-rates are
satisfactory. The Superintendent's
remarks on the building prove to
demonstration the necessity of pro-
viding another and larger asylum.

Inspection.

51. Mr. Saunders inspected the
asylum on the 11th of March 1872.
He found it overcrowded and presses
for the construction of a new asylum
or the adaptation of the buildings
at Chowliagunge as recommended
in former reports. The location of
two lunatics in one cell is contrary
to all approved principles of asylum management. Mr. Saunders also recommends the removal
of the criminal lunatics, and advocates the provision of a special asylum for this class of
lunatics. He found the asylum neat and clean, the worksheds in good order, and the insanes
in good physical condition.

The Moydapore
Asylum ; general
summary.

52. Moydapore. — The number of lunatics is increasing, and admissions are numerous
and far more so than discharges;
the recovery rate is good, and no
deaths occurred during the year.
Dr. Coates' report shows that he
devotes careful attention to every
detail concerning the management
of the asylum.

Inspection.

53. Mr. Saunders inspected the
institution on the 1st January 1872.
He found the condition of the asylum
greatly improved, and met with
evidences of efficient superintendence
and regard to the comfort and well-
fare of the lunatics at every turn. Of 9 criminal insanes examined, 5 were comparatively
sane and fit subjects for a criminal asylum or a jail. The Darogah and Native Doctor
were giving satisfaction.
