                                    TRIENNIAL REPORT

                                              ON THE

                                    LUNATIC ASYLUMS

                                                IN THE

            PROVINCE OF EASTERN BENGAL AND ASSAM

                                        FOR THE YEARS

                                       1909, 1910 & 1911.

Introductory.

1. Lieutenant-Colonel E. A. W. Hall, I.M.S., held charge of the Dacca Lunatic
Asylum for the greater part of the triennium under review
except for the periods noted below :—

(1)  From the 19th July to the 19th October 1909 and from the 12th July to
the 8th August 1910 when Major H. Innes, I.M.S., officiated.

(2)  From the 9th August to the 8th October 1910 when Major A. Leventon,
I.M.S., officiated.

(3)  From the 1st March 1911 to the close of the triennium the charge of the
Asylum was held by Major E. C. MacLeod, I.M.S., Additional Civil
Surgeon, Dacca.

The Asylum at Tezpur was in charge of Lieutenant-Colonel H. S. Wood, I.M.S.,
from the beginning of the triennium to the 23rd January 1911, except during his
his absence on privilege leave from the 29th September to the 29th October 1909,
when first-grade Assistant Surgeon Shasanka Mohan Mukharji acted, and from that
date to the end of the triennium it was in charge of Major A. Leventon, I.M.S., except
from the 28th June to the 28th September, when he was on privilege leave and third-
grade Assistant Surgeon P. C. Mukharji officiated.

GENERAL.

Admission. Statement I.

2. On the 1st January 1909 there were 486 lunatics under confinement in the two
asylums, while on the 31st December 1911 the number
was 546, i.e., an increase of 60. The number of admis-
sions including re-admissions in the Dacca Asylum was
311 and in the Tezpur Asylum 163 against 226 and 143, respectively, in the previous
triennium. The number of admissions (70) in the Tezpur Asylum in 1909 was the
largest during the triennium and larger than in any previous year. As usual, the
districts of Dacca, Sylhet, Mymensingh and Faridpur furnished the largest number to
the Dacca and those of Darrang, Lakhimpur, Sibsagar and Kamrup to the Tezpur
Asylum. The daily average strength increased from 480.33 in 1908 to 533.32 in 1911.

Re-admissions. Statement I.

The triennium under report shows a reduction in the number of re-admissions
to 32 (21 in the Dacca and 11 in the Tezpur Asylum)
as compared with 41 in the previous triennium. Of the
21 lunatics re-admitted in the Dacca Asylum and 11 in the Tezpur Asylum, 9 and 1
repectively were criminal lunatics. The criminal lunatics were re-admitted after trial
and the non-criminals at intervals of 1 to 4 years.

Discharges. Statement I.

The number of discharges, excluding escapes, was 57 in 1909, 88 in 1910 and 75
in 1911 or an average of 73 against 61 in the previous
triennium, the number of recoveries being 42, 53 and 54,
respectively, averaging 50 against 47 in the previous triennium. The number made
over to their relations or friends as mentally improved was 15 in 1909, 35 in 1910
