                                                      APPENDIX XXVII.

Draft rules for the management of the Dumraon Veterinary Hospital and the admission
of cattle thereto, &c., made by Mr. Fox, Manager, Dumraon Raj, and Mr. J. D. Cargill, Sub-
divisional Officer of Buxar, on 4th July 1897, and approved by the Commissioner, Patna
Division, in his memorandum No. G.D.C. 12-97.

1.     The following are to be Inspecting Officers :—

               The Collector and his superior officers,

               The Manager,

               The Subdivisional Officer of Buxar,

               The Superintendent, Civil Veterinary Department,

               The District Superintendent of Police, and

               The members of the Hospital Committee

2.    The following are to be members of the Hospital Committee :—

               The Manager,

               The Assistant Managers,

               The Raj Superintendent,

               Officer in charge of Bhojpur Division.

3.    The members of the Hospital Committee, who may be present at the time in the
place where the dispensary is located, shall inspect the institution at least once a month.

4.     The inspecting officers, as well as members of the Dispensary Committee, shall record
their remarks in the visitors' book kept for the purpose.

5.     The following points should be specially attended to in the inspection :—

                              (1)   Registers whether kept in full and written up to date.

                              (2)  Medicines and instruments whether sufficient and in good order.

                              (3)   Cleanliness and sanitary condition of the dispensary.

                              (4)   Accommodation whether sufficient.

                              (5)   Epidemic or contagious disease, whether duly reported to the Collector.

                              (6)   Efficiency of the officer in charge.

                              (7)   Complaints, if any received.

6.     Register to be kept :—

                              (I)  Daily attendance register of out-patients.

                             (II)  Abstract of attendance register of out-patients.

                            (III)  Register of in-patients.

                            (IV)  Abstraot of do.

                             (V)  Return of medicines, &c., monthly.

                            (VI)  Detailed bill of contingent charges.

                           (VII)  Inward correspondence register.

                          (VIII)  Outward           ditto.

                            (IX)  Proceedings of the Dispensary Committee.

                             (X)  Cash account book.

                            (XI)  Account book of postage stamps.

                           (XII)  Receipt book for contingent charges.

                          (XIII)  Visitors' book.

7.    Animals suffering from disease of a contagious nature are to be treated at the
owner's house, as, should they be admitted into the infirmary at the Veterinary hospital,
they might endanger other animals under treatment, and would also cause unnecessary expense
by constantly necessitating the thorough disinfection of the building.

8.    The owners of animals admitted as patients must make their own satisfactory
arrangements for their food and proper attendance while in the infirmary.

9.    Medicine and advice will be given gratis at the dispensary, but owners desiring the
attendance of the Veterinary Assistant at their own house will be required to pay a fee of
Re. 1 for each visit, half of such to be retained by the Veterinary Assistant, and the other
to be credited to the dispensary for medicines expended.

10.     The Veterinary Assistant will be required to enter in the column "Heads of treat-
ment" the numbers of visits to owner's houses he has made.

11.     A receipt book will be kept, and every owner paying a fee should receive a printed
receipt.

12.     All complaints should be made to the Manager, Dumraon Raj.

13.     The Veterinary Hospital Assistant will get travelling allowance at the rate of
2 annas per mile by road and double Intermediate fare by rail and 8 annas a day halting
allowance, but the Raj will not pay this travelling allowance, except when he travels to attend
cattle in a Raj village in which case the Raj will pay it.

14.     The Veterinary Hospital Assistant shall be under the orders of the District
Magistrate and Subdivisional Officer, Buxar, in the event of an outbreak of cattle disease
within the Shahabad district or Buxar subdivision respectively.

15.    He may be called on to attend Raj cattle in any Raj village in Shahabad, Ballia,
Chapra or Ghazipur by the orders of the Manager. Barring Raj villages, his duties shall
in no case extend beyond the Shahabad district.
