     GOVERNMENT OF BIHAR AND ORISSA.

             (MINISTRY OF EDUCATION.)

                        RESOLUTION.

                 The 10th November 1934.

READ—

The annual report of the Civil Veterinary Department for the year
                          1933-34.

Major P. B. Riley, I.V.S., held charge of the department
throughout the year. Mr. R. T. Davis, I.V.S., was in charge of
the Veterinary College as Principal except for a period of short
leave when Mr. P. G. Malkani officiated for him.
Mr. M. I. Malik went on leave for four months and Babu
J. L. Bose acted in his place as officer in charge of the North
Bihar Range. There was no other change in the superior staff.

2.The year under report was a comparatively healthy one.
The total number of outbreaks of epidemic diseases increased to
5,865 against 5,063 and 4,728 in the preceding two years and
the number of animals affected also showed a corresponding
increase. But, the number of deaths was only 14,973 against
20,896 and 21,684 in the two previous years. The number of
cattle protected by preventive inoculation increased from
164,232 in the previous year to 189,417, the improvement being
due partly to the reduction in the rate of sera and vaccine and
partly to the greater use of the improved goat virus method of
inoculation. The mortality due to rinderpest showed a consi-
derable decline, while the majority of the outbreaks of foot and
mouth disease were particularly mild.

3.The number of veterinary hospitals and dispensaries has
remained stationary at 33 for the last five years, though the
number of patients treated has increased to 91,527 against
63,286 in the same number of hospitals in 1929-30. The
number of field veterinary dispensaries has been reduced during
the year under report from 138 to 134, though the number of
patients treated has increased from 76,313 to 100,730. It is
obvious that there is considerable pressure on the existing
hospitals and dispensaries and it is necessary to establish more
