The college hospital and the research laboratory seem to have
done particularly useful work and the arrangements for post-
graduate training which have been made since the close of the
year should place the Veterinary College in the first rank of
veterinary colleges in India.

8.The Society for the Prevention of Cruelty to Animals
has extended its operations and taken complete charge of its
subordinates without any financial assistance from Government.
Most of the municipalities have already accepted the suggestion
to pay half the amount of fines recovered under the Act to the
Society as contribution and it may be hoped that the Society
will soon be placed on a sound footing to continue its work of
awakening the public conscience to the sufferings of dumb
animals.

9.In conclusion Government in the Ministry of Education
are pleased to record their appreciation of the efficiency with
which the department was administered by Major Riley and
they are pleased to note the names of officers who have been
specially commended for good work.

ORDER.—Ordered that the resolution be published in the
Bihar and Orissa Gazette and that a copy of it together with
a copy of the report be submitted to the Government of India.
