                              RESOLUTION.

                                    Dated Patna, the 5th December 1930.

READ—

      The annual report of the Civil Veterinary Department for the year
            1929-30.

Organization and staff.—Major P. B. Riley, i.v.s., continued
to remain in officiating charge of the department throughout
the year. There was also no change in the superior staff
and organization of the department with the exception that
it was found possible with effect from the 22nd May 1929
to effect a partial separation of the Central Range from
the office of the Director, by placing Assistant Director
Babu Nlmoni Chattarji in semi-independent charge. This
separation only meant a reshuffling of work and the superior
staff continues to be extremely inadequate inasmuch as it
consists of only one special officer and two Assistant Directors
against a sanctioned strength of 3 Deputy and 3 Assistant
Directors for the three big ranges into which the province is
divided for veterinary purposes. Government have now seriously
taken up the question of creation of the Superior Veterinary
Service, class I, to take the place of the Indian Veterinary
Service and when the proposals mature and what is more
important, when the financial situation of the province permits,
Government hope to take steps to strengthen the superior staff
so as to ensure that the working of the department throughout
the province is properly supervised and the utmost use made of
the large sums which are being spent by Government and local
bodies on the treatment of animals and more particularly on
preventive inoculation.
