46. In several parts of the Province cattle poisoners have been busy. A. large
number of cattle die from poison. The Local Authorities concerned were informed, hut
there is no information that any arrests were made.

47.  The Department is increasing very slowly in numbers, this it will con-
tinue to do until the pay and prospects are sufficiently improved to attract
more men with a better education.

48.  Much of the emaciation and debility seen in the cattle in the plains is
due to Distomatosis or liver fluke disease. This is a disease of water-logged
areas and is not curable. The best method of prevention is to remove the
cattle to high dry soil, A form of this disease is found in elephants in Assam
and causes death when infection is severe.

49. The following Assistants carried out their duties in a very satisfactory
manner:—Babu Bhudhar Chandra Chatterjee, Staff Veterinary Assistant, Babli
Hem Chandra Sen, Veterinary Assistant, Shillong, Maulvi Afseruddin Ahmad,
Veterinary Assistant, Bilashipara, Maulvi Azizuddin Sarker, Veterinary Assistant,
Gob ghat, and Babu Girindra Nath Syam Chaudhury, Veterinary Assistant, Karimganj.
The majority of the Assistants worked satisfactorily throughout the year, but required
fairly constant and efficient supervision. I regret to say there were one or two
Assistants whose work was not satisfactory. They have no interest in it and they
are losing their professional knowledge. They are dissatisfied with the Department
and they cannot be relied on in emergency, they are not a credit to the Department
which would be much better without their services.

50. Office staff.—The office work still shows an increase and a fifth clerk is now
necessary. The work has been efficiently carried out under the control of the Head
Clerk, Babu Surendra Nath Boy. The whole of the staff has worked satisfactorily
during the year.

                                        Superintendent, Civil Veterinary Department, Assam.
