6. Segregation ward.—During the year a bad outbreak of Foot and Mouth
Disease occurred in the town of Madras and accounts for the increased number of
cases which passed through the segregation ward as shown in the following table:—

This year there were no cases of Anthrax nor Hæmorrhagic septicæmia. In
the year 1911-12 there were seven and four cases, respectively, in horses. While
these diseases were conspicuous by their absence, the number of cases of Pyroplas-
mosis (tick fever) in the horse rose from nil to seven.

There was a slight falling off in the quantity of material submitted by the Civil
Veterinary Department for microscopical examination and report. The College is not
in a position, however, to satisfactorily cope with any increase of this work until the
laboratory is in working order. Two hundred and twenty-seven slides were dealt with.

7.   Receipts.—The receipts of the college from hospital charges, etc., amounted
to Rs. 11,763-6-3. The previous year's receipts amounted to Rs. 12,588-6-8. The
difference would be accounted for by the majority of outstanding debts being col-
lected in 1911-12.

8.  Expenditure.—The total expenditure for the year was Rs. 40,132-5-0, and is
accounted for under the following heads :—

9.   Breeding.—During the year 43 coverings were made as against 33 for the
year 1911-12. "Hyder" which was the older bull and which was purchased in
1907, had been failing in health and condition throughout the year and died on 3rd
June 1913. It is not recommended that he should be replaced, as the remaining bull
will be sufficient for the work required of him until the Superintendent, Civil
Veterinary Department, requires his service in the district.

10.  Attendance and discipline.—One new student of class A and one failed and
unsatisfactory student of class B objected to sign the agreement to serve Government
for five years, if required, after the completion of their course, and were consequently
directed to leave the college. Their refusal to sign the agreement was a breach of
faith with the Principal who had fully explained to each individual student when
selected, what conditions governed his selection. There was no other breach of
discipline, and the attendance was good.

11.  Hostel.—The hostel is too small for the College requirements. Government
have sanctioned its enlargement at a cost of Rs. 17,000.

12.   General.—The new piece of ground which was acquired for recreation and
building purposes has now been handed over to the college by the Public Works
Department.

During the year, Government sanctioned Rs. 10,800 out of the non-recurring
grant given by the Government of India, for filling in the large tank. This work is
now in progress.

Administrative sanction of Government has been obtained for the construction
of a new pharmacy and new offices for the Superintendent, Civil Veterinary Depart-
ment, at an approximate cost of Rs. 43,500. The detailed plans and estimates are
now being prepared by the Chief Engineer.
