Sir,

I have the honour to submit the Annual Administration Report of the
Glanders and Farcy Department for the year 1918-19 dealing with equine
diseases scheduled under the Glanders and Farcy Act within the town and
Island of Bombay, Bandra Municipality and Bombay Harbour.

2. Glanders:—This disease which had been prevalent in 1916-17 and
1917-18 subsided to a great extent during the year under report. There were
only 7 cases detected during the current year, 5 of which were clinical and
2 non-clinical as against 91 cases (32 clinical, 59 non-clinical) in 1917-18 and
36 (31 clinical, 5 non-clinical) in 1916-17. This decrease is due to various
causes but is partly due to the measures taken last year having reduced
the numbers of centres of infection, partly to modification in the procedure
of searching for and dealing with the disease and partly to the practice which
has grown up among certain classes of horse owners of abandoning suspicious
cases of the disease on the island of Salsette. Of the 7 cases of glanders 2
belonged to Arab dealers, 4 to owners of carriages plying for hire and 1 was
a horse abandoned in the streets. By caste they were 6 Arabs and
1 country bred.

3.  Epizootic Lymphangitis:—There were 3 cases of this disease
during the year under report as against 10 last year and 6 in the preceding
year. All the cases belonged to owners of carriages plying for hire. By
caste these animals were 2 Arabs and 1 country bred. In all cases diagnosis
was made or confirmed by microscopical examination of the pus.

4.   Surra:—There were 3 cases of this disease during the year under
report as against 11 last year and 13 in the preceding year. Of these cases 2
belonged to private individuals and 1 to an owner of a carriage plying for
hire. By caste these animals were 1 Australian, 1 Arab and 1 country-bred.

5.  Importation of horses, etc.:—During the year under report 7,968
horses, 501 mules and 35 donkeys were imported into Bombay as against 7,716
horses, 255 mules and 40 donkeys last year and 9,384 horses and 313 mules
in the preceding year.

6.  The following table shows the number of horses, mules and donkeys
imported into Bombay from various ports :—
