" I have the honour to submit herewith in print the Annual Administration
Report of the Bombay Veterinary College and of the Civil Veterinary Department
in the Bombay Presidency for the year 1910-11 with my review thereon.

" 2. The Superintendent, Civil Veterinary Department, Bombay Presidency,
has already sent a copy of his Report direct to the Inspector-General, Civil
Veterinary Department, as usual."

RESOLUTION.—Government are gratified to observe that the decline which
occurred last year in the numbers of candidates presenting themselves for
admission to the Bombay Veterinary College and of those who secured admission
did not continue during the year under report, and that the standard of previous
years was again reached. For some years the majority of the newly admitted
students have come from outside the Bombay Presidency so that at the end of
the year 1909-10 only 35 out of 93 students on the College rolls belonged to the
Presidency proper. It is satisfactory therefore that during 1910-11 there were
31 natives of the Presidency out of 38 new admissions. Government are pleased
to observe also that the scheme of district and local excursions for students in
connection with their studies was extended during the year. There was, however,
a slight falling off in the percentage of passes at the annual professional
examination. The report shows that the welfare of the students outside the
class rooms has been promoted by improved arrangements at the hostel and by
the organisation of a Gymkhána club. The College has now completed the
twenty-fifth year of its existence, and the figures given by the Principal in
paragraph 16 of his Report are a striking testimony of its success as a
teaching institution. In order further to improve the quality of the instruction,
especially on the practical side, and to extend the usefulness of the College
sanction has been obtained for the re-organisation of the teaching staff. A
scheme for the provision of additional buildings is also under consideration.
During the short time that he has been Principal Mr. Hewlett has worked with
the zeal and initiative which marked his control of the Civil Veterinary
Department.

2. For the greater part of the year the Civil Veterinary Department in the
Presidency proper was in charge of Lieut.-Colonel H. M. Maxwell whose
supervision has been vigilant and judicious. The operations of the Department
continue to spread steadily and to increase in importance. Five new dispensaries
were opened during the year so that the total number at its close was forty. The
working of these institutions has been most carefully watched and controlled by
the Superintendent. Government regret however that he should have to report
that interest in their working is lacking in many parts even on the part of
members of the dispensary committee and district officials. Government expect
the Collector and his sub-divisional officers to visit these dispensaries regularly
and to stimulate an interest in their working amongst the members of the local
bodies which, in part, control them. The management of the Northcote Cattle
Farm continued to be satisfactory, and Government are pleased to observe that
the work of the Divisional Inspectors has been good.
