59. In the United Provinces two cases of Glanders were detected on the
Naini Tal-Kathgodam dâk line. They were destroyed and the usual precau-
tions to prevent spread adopted.

60. In the Madras Presidency two cases are reported but no further infor-
mation is given.

61. Surra.—As the Department extends new centres of this fatal and
troublesome disease come to light, and there seems little doubt that it prevails all
over India where conditions are favourable for its spread. The figures show
487 deaths this year amongst equines, but this does not give any adequate idea
of the real mortality.

62. The majority of the deaths occurred in the Bombay Presidency whence
231 are reported: of these 82 were reported from Bombay City, 79 of which
were destroyed under the Act, and the remainder died. In the Thana district
103, in the Panch Mahals 36, in Ahmedabad 9, and in Poona 1, deaths occurred.
The disease has been brought under the Glanders and Farcy Act in Thana
and Kolaba districts.

63. In the Punjab 163 deaths were reported. There was a serious outbreak
in the Montgomery district where 120 deaths occurred. Thirty-two deaths
occurred in Hoshiarpur and 11 in Ludhiana.

64. In Eastern Bengal and Assam the disease was confined to five districts,
causing 70 deaths. In Kamrup 25, Khashi and Jaintia Hills 23, Sylhet 19,
Sib agar 2 and Cachar 1. All but two of these cases were diagnosed micro-
scopically.

65 In the North-West Frontier Province six cases died in Bannu, four in
Dera Ismail Khan and one in Peshawar.

66. The Superintendent, Civil Veterinary Department, Central Provinces,
remarks that Surra has been serious in many cases, especially on Mail Tonga
routes, and has been very virulent on the Betul and Yeotmal lines. Suppres-
sive measures were adopted A somewhat serious outbreak occurred amongst
police horses in Nagpur. The disease also occurred in Mandla and Raipur.
No figures are available.

67. The areas in which the disease is enzootic are gradually being mapped
out The most important matter in connection with Surra as it occurs in horses,
which has come to light, is that it is a curable disease. Many cases have been
successfully treated by a modification of Laveran and Thiroux's method by
means of Atoxyl and Orpiment at the Muktesar laboratory and the Punjab
Veterinary College. Final reports are not yet forthcoming, but there can be
no doubt whatever that it is possible to cure a fair percentage of cases by
means of drugs. The Bombay Presidency offers a very good field for such
experimental application of the curative treatment, but, unfortunately the
Depertment there is still in the incubative stage and there seems at present
little hope of its being organised in the near future.

68. Anthrax.—Only 68 cases have been reported during the year, and
of these 36 occurred in Eastern Bengal and Assam.; 11 in Sibsagar, 1 in
Dacca, and 5 in Sylhet were diagnosed microscopically. The remainder, 5 in
Lakhimpur, 9 in Darrang, 2 in Goalpara, and 3 in Dinajpur were not
confirmed.

69. Eighteen cases are reported from Madras, but no details are given;
evidently they were not confirmed.

70. Eight cases were reported from Bengal, but were not confirmed. Five
from the Punjab and one from the North-West Frontier Province.

71. Dourine.—It is satisfactory to be able to report that no cases of this
disease have been reported from the whole of the Horse-Breeding Department
for the last three years. No cases have occurred in the non-selected districts.
Fourteen cases are reported to have occurred in Bengal in the Sonthal Parganas
