so that at least 700 animals should be present annually from the Naushahro
Division,

338.  Veterinary Captain Maxwell brings to notice the fact that it was
found impossible to adhere to the terms of the prospectus as very few cover-
ing and not one produce certificates were forthcoming. I trust to see this soon
remedied, as Government have sanctioned the appointment of four zilladars for
employment in Sind.

339.  In order that some idea may be obtained of the capabilities of this
part of Sind, I deem it advisable to give the following extract from Veterinary
Captain Maxwell's report:—

"Brood mares.—These, as at Jacobabad, were divided into two classes, branded, and with foal at foot and
unbranded. In the branded class, out of 68 entries only 18 had their covering certificates. These, although
not the best mares, were all awarded the biggest prizes, afterwards those mares palpably in foal or with foal at
foot were awarded the smaller prizes. In the unbranded class, out of 176 entries over 70 had got branded after
classification, and to all these prizes were awarded. Generally speaking, the brood mares were very good, and
I was much surprised to see among them from 60 to 80 mares quite fit to be covered by a Thoroughbred English
or Thoroughbred Australian horse.

"Young stock.—Apparently no produce certificates have been issued in Sind, as not one was produced here,
consequently all young stock could only be classified according to age and sex. The young stock generally were
indifferent, being narrow, weedy, and badly done, showing great want of liberty and freedom.

"Geldings.—There were only ten geldings in all, several of these being old horses, while in the preceding
class were shown 125 rampant stallions of all ages.

"Remounts.—The only officer purchasing remounts was the District Superintendent of Police, Hyderabad,
and he procured ten very useful animals—one mare, one gelding and eight horses.

"Mares covered by donkey stallions.—This was a very good class of 141 entries and most promising for
mule breeding. Many of the mares were 14 to 14-2, and with good donkeys should throw Ordnance mules.

"Mules.—Seventy-four mules were exhibited, and among them were a fair number suitable for Government
Transport. Many were narrow and weedy, which I attribute to the use of small and indifferent donkey
stallions. There was one five-year old mule that had never been worked, good enough for Ordnance purposes, that
could have been bought for R200.

"Donkeys.—There was a very good class of 54 donkeys."

340. The most important points are:—

(a)  The necessity for proper organization and the inducement

which must be held out to zemindars to have their mares
branded and covered by Government stallions.

(b)  The necessity of having some record of the young stock, and

of endeavouring to teach the zemindars to rear them better.
(c) The necessity for castration. This I hope will soon be com-
menced, as I have reason to believe that Government will
sanction the appointment of four Veterinary Assistants for
Sind.

(d) The possibility of increasing mule breeding, and the necessity
for giving the Province the use of very good donkey stal-
lions.

341. The Superintendent, Civil Veterinary Department, brings to light
many improvements which may be made for the development and fostering of
horse and mule breeding in the district, all of which will meet with the great-
est attention at my hands.

342. This Show was held from 27th to 29th January 1899, and as showing
the present state of horse breeding in this district in Sind, I feel I cannot do
