hospitals, and the duty of reporting on them, should be transferred to the
Army Medical Department. No orders have been received in regard to
these suggestions ; and the Lieutenant-Governor does not now press the
recommendation for a committee, unless the Government of India are
distinctly resolved that the system needs a change, and that the change
shall be made. In regard to the proposed transfer of management, it
seems very expedient that general management should follow financial
control, as the Local Government can hardly undertake responsibility for
the working of the lock hospitals if the buildings are not to be kept
in decent repair. It is much better that the Army Medical Department
should manage the hospitals, with the co-operation of the Civil Govern-
ment, but under the direction of the Military authorities.

tonment Committees in these Provinces, for information and communica-
tion to the medical officers in charge of hospitals.

No. 91.

     Copy, with copy of the above endorsements, forwarded to the Sani-
tary Commissioner, North-Western Provinces and Oudh, in reply to his
letter No. 367, dated 28th May, 1883.
