SIR,

         I AM directed to forward, for the information of His Excellency
the Governor-General in Council, the annual report on the working of
the lock-hospitals in the North-Western Provinces and Oudh for the
year 1879.

      2.The following table shows the results of the year at each station
in regard to admissions of European soldiers into hospital, as compared
with the results of the previous five years and the average of five years
preceding the introduction of the present system:—

      3. Of the 17 lock-hospitals in the North-Western Provinces and
Oudh, nine show—for the year under review—unsatisfactory results.
Taking them in the order (per 1,000) of admissions to hospital,—i.e., in
the ratio of disease,—they stand as under:—
