17th.—The necessity of determining the proper course of procedure in regard to
imbecile or idiotic women who may be found permitting promiscuous intercourse with
soldiers (para. 75).
18th.—The advantage of furnishing a copy of every printed report or order
referring to lock-hospitals to each lock-hospital office (para. 75, last clause).
