constitution, working, and general expenditure and management of a lock-hospital
in this country, and the particulars they contain in respect of each of these items are
believed to be so far exhaustive. They are drawn up in accordance, I believe, with
a standing order of Government to that effect, and I must allow them to interpret
themselves.
