found, however, that some persons who had been sent to caste hospitals
for observation on account of their having a suspiciously high tempera-
ture had been discharged before the proper time had elapsed, this
concession had to be revoked in so far as observation cases were
concerned. At first, difficulty was experienced in preventing persons
sent to the observation wards escaping at night ; there were no walls or
fences round the sheds, and the guard was not strong enough to patrol
the whole circuit, while the general fear which all at first had of a Gov-
ernment Hospital prompted men to run great risks to escape. Subse-
quently, however, the fencing round these hospitals was increased, and
guards strengthened, and every effort was made to reconcile the people
to their short imprisonment. They were provided with the materials for
preparing their own meals free, and other arrangements were made to meet
their caste prejudices ; in some cases communities came forward with
food, servants, &c., to meet the wants of their caste-fellows. These
measures proved quite successful, and no trouble was experienced after-
wards. Some idea of the magnitude of the task before the Inspecting
Staff may be conveyed when it is mentioned that in the month of April
the number of inward passengers inspected was 81,254 and including
crews 106,272.
The number of persons inspected up to 21st June was 258,684, of
whom about 5,000 passed through observation camps.

Total number of plague cases detected by inward inspection from

The Borah and Cutchi Memon hospitals reported that none of the
cases sent to them turned out to be plague cases ; this cannot be con-
sidered as altogether satisfactory.
