b SUPPLEMENT TO HISTORY OF
The Governors resolved, after considerable discussion,
that this recommendation of the Committee be re-committed
for further consideration, and on 1st November 1873 it was
further resolved that, out of deference to opinions expressed
at previous meetings, a trial should be made of free in-
struction in all the Classes, both Special and Elementary,
and that the pupils admissible to the Classes be those
referred to in Section 5 of the Hospital's Act of Parliament
authorising the establishment of Out-door Schools, and in
the order of preference therein mentioned. It was also
decided that the Elementary Classes should be opened
and closed with prayer, and that a small portion of the
Bible be read at the close, and also that the scholars attend-
ing the Elementary Classes might have the use of books
employed in the Schools. These arrangements have been
in operation ever since. The Classes have been annually
reported upon by Examiners appointed by the Governors, and
Certificates are awarded to such of the scholars as have made
a certain proportion of attendances, and attained a satis-
factory standard of proficiency.
On the 15th of April 1873 the Governors and the
Institution sustained a severe loss in the death of Mr Isaac
Bayley, the Clerk and Law Agent of the Hospital, who for
nearly forty-three years had occupied that office. At the
meeting of the General Board on the 5th of June, the Bev.
Dr Stevenson, on behalf of a Sub-Committee appointed on
the suggestion of the Lord Provost, submitted the following
Minute : — " This being the first Ordinary Meeting of the
Board since the lamented death of their Clerk Mr Isaac
Bayley, the Governors resolved, before entering on the
business, to record in their Minutes an expression of the
deep and lasting gratitude which they feel to be due to his
memory for the probity and prudence with which, both at
