4. For obstruction or interference under Law 20 (b) and (d) and
foul play or misconduct under Law 34 he may order a player off the
field at once. For a second offence under these Laws the referee must
order the player off'. For repeated offences under other sections of Law
20 he must order the player off. For repeated infringement of laws other
than Laws 20 and 34 the referee must warn the offender and in the event
of a further repetition send a report, naming the player, to A.R.U.
The wise exercise of his powers and firm dealing with infringements
early in the game will usually prevent the need for severe measures
and will deter the poor sportsman from endeavouring to beat the laws
to gain an unfair advantage. -
Equally the acceptance by the players of the decisions of the referee
without question or argument and the playing to the whistle in the
proper spirit of the game will make the game the more enjoyable for
all concerned.
THE GAME
Kicks
(Laws 21-25)

To begin the game,
or after a goal, a place kick must be taken
from the centre—after an unconverted try, a drop kick.
If the ball fails to reach the 10 yard line, unless first played by an
opponent, there must be a rekick or scrummage at the centre at oppo-
nents' option. If pitching into touch, touch in goal, or over dead ball
line, the opponents can accept the kick, or have a rekick or scrummage
at the centre.
If kicker's team is in front of the ball when kicked, there must be a
scrummage at the centre. If opponent within 10 yards—rekick.

Drop out from 25
yard line can be taken from anywhere on or
behind the line and must reach it. Opponents must not cross the 25
yard line.
Otherwise similar penalties as for centre kick, unless an advantage
has been gained.
Wilful interference to prevent a quick drop out, penalty, caution
and/or send off the field. For second offence referee must send off.
7.
Penalty Kick
may be taken as a place, drop or punt, in any
direction, but kicker may not again play it till played by another
player. Opponents must retire
immediately 10
yards from the mark,
or to own goal line and remain motionless, hands by sides, but kicker
need not wait till they have retired. Penalty, another kick 10 yards on.
If kick at goal has been indicated, no other way is permitted.
Scrummage may be taken at the mark in lieu of a kick, or, after an
offside offence, at the place where the ball was last played by the
offending side.
8. A
Free Kick
awarded for a "mark" from a kick, knock-on or
throw-forward may be taken as a punt, drop or place kick and oppo-
nents who stand on the mark, may charge as soon as kicker begins his
run or offers to kick. or if a place kick, as soon as the ball touches the
ground.
